The Ministerial statement of PM Sudani in 2022, included under Clause 6, the decision to "launch a public shareholding company for mobile services".  Following a tender launched by MoC for consultancy support, Eicon won the contract for all necessary groundwork for the launch of the operator.  The work included: necessary steps and approvals for the incorporation of the company, market study and subscriber forecast, network design covering all generations, spectrum and license terms, business case preparation and sensitivity analysis, preparation of Investor Teaser document, document for submission to cabinet.
